dc.description.abstractBetween 2019 and 2022, the United States along with the rest of the world suffered through one of history’s most damaging pandemics. While the headlines focused on the human effects of the global pandemic, the U.S. healthcare system silently weathered one of the most deliberate, destructive, and persistent cyber-attacks in history. Those attacks, whether state-sponsored, state-encouraged, or state-permitted overwhelmingly originated from Russia, resulted in countless direct and indirect financial losses, disrupted care delivery across the United States, and ultimately cost American lives. The U.S. proved impotent in its reaction and response. Neither the U.S., nor Russia, curtailed this behavior during the pandemic and the conditions for continued exploitation of the U.S. healthcare system remain to this day.
